Experts say the true number of people infected is unknown and likely much higher than official tallies. To better understand the spread of the virus, The Times is conducting an independent, continual survey of dozens of local health agencies across the state. What we know Technical problems are hampering the count. The state's top public health official said the data system used to process test results is marred with technical issues. Officials warn that this week's numbers are likely an undercount. Most of the state is on notice. Deteriorating conditions prompted the governor to put 38 counties on his watchlist. Together they are home to 97% of the state population. Deaths keep climbing. A new single-day death record was set last week. Fewer tests are coming back positive. The statewide positivity rate has decreased to 5.7%. The reopening is rolling back. The governor has returned to stricter lockdown, and masks are required across the state. Disparities are widening. After adjusting for population, Latinos are now 3.3 times more likely to test positive than white people. The highest toll is among seniors. Roughly 75% of the dead were 65 or older. At least 4,371 were living at a nursing home. No state has more cases. California has overtaken New York and now has the nation's highest case count. Coronavirus can infect people so rapidly that it has continued to spread despite shutdown orders aimed at slowing the growth of new cases and flattening this line. To keep tabs on capacity, officials watch out for rapid increases in the number of patients. In late July, the Trump administration changed how hospitals must report data. The California Department of Public Health says this has led to an undercount of COVID-related hospitalizations in the state. There are now 5,636 hospital patients statewide with a confirmed case, a change of -18% from two weeks ago.
