AFFECTED POPULATION DESCRIPTION

On November 11th, a notification was received regarding the death of seabirds (pelicans) on Los Cangrejos beach, district of Paita, province of Paita, department of Piura. The diagnosis was carried out at SENASA's Animal Health Diagnostic Center Unit, where avian influenza virus type A H5 was detected.

That, in various regions of the country, the system of
epidemiological surveillance of SENASA has been carrying out
the sanitary inspection of the coastal zone, including
sampling of backyard domestic birds
suspected of contagion with AI, for diagnosis
through real-time PCR tests and
laboratory sequencing;
That, the Directorate of Animal Health confirmed
the presence of highly pathogenic AI H5 in birds
wild aquatic (pelicans) on the beach Crabs
(Latitude -05.208677 and Longitude -81.203382) in the district
and province of Paita, department of Piura on the 14th of
November 2022, a situation that determined the need
to execute sanitary measures, in order to avoid the
spread of this disease to domestic birds and
to other areas of the national territory. Additionally
Similar cases have been found on Pimentel beach
(Latitude -06.827698 and Longitude -79.940660) in the district
of Pimentel, province of Chiclayo, department of
Lambayeque and in the wetlands of San José (Latitude
-06.755493 and Longitude -79.968677) in the district of San
José, province and department of Lambayeque, both
on November 20, 2022; on the beach of Puerto Viejo,
district of San Antonio, province of Cañete, department
of Lima, (Latitude -12.589950 and Longitude -76.705083), is
found another case of AI on November 22, 2022;
That the laboratory of the Department of Virology and
Emerging Diseases Naval Medical Research Unit
– Six (NAMRU-6), submitted the preliminary result of the
samples from the first case in Piura, which has been subtyped as Influenza A H5N1;
That the Poultry Health Committees have been activated to
level of all the regions of the Peruvian coast, for the purposes of
adopt immediate sanitary measures aimed at reinforcing
epidemiological surveillance actions, for a detection
early disease in domestic and wild birds;
That, in view of what is stated in recitals
above and given the high capacity of dissemination of the
Highly pathogenic AI, the Directorate of Animal Health
of SENASA supports the need to establish a
declaration of health alert due to risk of dissemination
from AI virus to domestic birds;
In accordance with Decree Law No. 25902; the
Legislative Decree No. 1059 and its Regulations, approved
by Supreme Decree No. 018-2008-AG; the decree
Legislative No. 1387 and its Regulations, approved by the
Supreme Decree No. 013-2019- MINAGRI; the resolution
Headquarters No. 266-2006-AG-SENASA; and with the visas
from the General Director of the Animal Health Department
and the Director General of the Office of Legal Advice;
