Experts say the true number of people infected is unknown and likely much higher than official tallies. To better understand the spread of the virus, The Times is conducting an independent, continual survey of dozens of local health agencies across the state. What we know Stay-at-home orders have returned. Counties in Southern California, the Bay Area and the San Joaquin Valley have tightened up under new rules issued by Gov. Gavin Newsom. New cases have been surging. Over the last seven days, the state has averaged 24,882 cases per day, a 86.4% increase from two weeks ago. Roughly 10.1% of tests this past week have come back positive. Hospitalizations have never been higher. There are now 10,567 patients statewide with a confirmed case, a new state record and 81% more than two weeks ago. More deaths are expected. The state has averaged 134.7 daily deaths over the last week. When case counts increase, the death toll typically rises soon after. Disparities in age and race persist. Roughly 74% of the dead were 65 or older. After adjusting for population, Latinos are now 2.8 times more likely than whites to test positive.
