As of August 23, 2020, at 8:30 PM, the total of laboratory-confirmed and probable COVID-19 cases reported among Connecticut residents is 52011, including 49940 laboratory-confirmed and 2071 probable cases. Fifty-seven patients are currently hospitalized with laboratory-confirmed COVID-19. There have been 4460 COVID-19-associated deaths. In Connecticut during the early months of this pandemic, it became increasingly clear that it would be necessary to track probable COVID-19 cases and deaths, in addition to laboratory-confirmed (RT-PCR) cases and deaths. This was needed to better measure the burden and impact of this disease in our communities and is now part of the national surveillance case definition for COVID-19. Probable cases of COVID-19 involve persons who have not had confirmatory laboratory testing (RT-PCR) performed for COVID-19, but whose symptoms indicate they are likely to have a COVID-19 infection. In Connecticut, most of the probable COVID-19 cases involve persons whose death certificates list COVID-19 disease or SARS-CoV-2 as a cause of death or a significant condition contributing to death. Prior to June 1, probable and confirmed cases were reported together. Confirmed Probable Total Cases 75,571 2,834 78,405 Deaths 2,147 101 2,248 Confirmed cases and deaths are generally determined by positive PCR tests, which detect the presence of ongoing coronavirus infection. Probable cases are those who test positive by other testing methods such as antibody or antigen, and have recent symptoms consistent with COVID-19, indicating a recent infection. Probable deaths are those individuals with a designation of COVID-19 as a cause of death on the death certificate, but where no confirmatory testing was performed. Long-Term Care Facility Cases and Outbreaks Long-term care (LTC) facilities like nursing homes are considered high risk locations because their residents are older or in poor health. A single confirmed COVID-19 infection in an LTC facility resident, or more than one infection in employees or staff in a 14-day period constitutes an outbreak. Residential care facilities also represent group living facilities where COVID-19 can be easily spread. We investigate residents, staff and close contacts of infected individuals for possible exposure. These outbreak figures are reported directly to MSDH by the facility. Many of the cases and deaths reported by faciltities may not yet be included in our totals of lab-reported cases. Experts say the true number of people infected is unknown and likely much higher than official tallies. To better understand the spread of the virus, The Times is conducting an independent, continual survey of dozens of local health agencies across the state. What we know The backlog is gone. The computer problems that delayed the tabulation of nearly 300,000 test results have been resolved. Case tallies dipped, and then surged, due to the bottleneck. Officials are pointing to positive signs. With the technical bugs sorted out, state and local officials see signs of hope in the recent drops in new cases and hospitalizations. Fewer tests are coming back positive. The statewide positivity rate has decreased to 5.6%. Deaths keep coming. The recent boom in new cases has been followed by an increase in deaths. Most of the state remains on notice. A total of 39 counties remain on the governor's watchlist. Together they are home to 87% of the state population. The lockdown is still largely in place. Most of the state is still on strict lockdown, though some areas are beginning to ease, and masks remain required across the state. Disparities are wide. After adjusting for population, Latinos are now 3.3 times more likely to test positive than white people. The highest toll is among seniors. Roughly 74% of the dead were 65 or older. Experts say the true number of people infected is unknown and likely much higher than official tallies. To better understand the spread of the virus, The Times is conducting an independent, continual survey of dozens of local health agencies across the state. What we know A backlog has driven up recent counts. Last week, technical problems with a state database delayed the tabulation of nearly 300,000 test results. Tallies dipped, and then surged, due to the bottleneck. Most of the state remains on notice. Deteriorating conditions prompted the governor to put 39 counties on his watchlist. Together they are home to 87% of the state population. Deaths keep coming. The recent boom in new cases has been followed by an increase in deaths. Fewer tests are coming back positive. The statewide positivity rate has decreased to 5.7%. The reopening has rolled back. The governor has returned to stricter lockdown, and masks are required across the state. Disparities are widening. After adjusting for population, Latinos are now 3.3 times more likely to test positive than white people. The highest toll is among seniors. Roughly 74% of the dead were 65 or older. At least 4,889 were living at a nursing home. No state has more cases. California has overtaken New York and now has the nation's highest case count.
