Experts say the true number of people infected is unknown and likely much higher than official tallies. To better understand the spread of the virus, The Times is conducting an independent, continual survey of dozens of local health agencies across the state. What we know Most of the state is on notice. Deteriorating conditions have prompted the governor to put 36 counties on his watchlist. Together they are home to 94% of the state population. Cases and deaths are increasing. Records have continued to fall, with a new highest single-day death toll and 14 counties failing the governor's standard for new cases. Hospitalizations are higher. The number of patients with a confirmed case has increased in recent weeks, threatening a goal of the stay-at-home policies. Fewer tests are coming back positive. The statewide positivity rate has decreased to 7%. The reopening is rolling back. The governor has returned to stricter lockdown, and masks are required across the state. Disparities are widening. After adjusting for population, Latinos are now 3.0 times more likely to test positive than white people. The highest toll is among seniors. Roughly 76% of the dead were 65 or older. At least 3,970 were living at a nursing home. No state has more cases. California has overtaken New York and now has the nation's highest case count. To keep tabs on capacity, officials watch out for rapid increases in the number of patients. In late July, the Trump administration changed how hospitals must report data. The California Department of Public Health says this has led to an undercount of COVID-related hospitalizations in the state.
