  2. On March 30, 2022, the CFIA confirmed the presence of highly pathogenic avian influenza (AI), subtype H5N1, in a poultry flock in Woolwich Township, Ontario. As a precautionary measure, the CFIA has quarantined the premises and established movement control measures, and recommends increased biosecurity for other farms in this region. AI is spreading in wild bird populations around the world and is of significant national concern as birds migrate into Canada. The positive sample was first identified by the N.C. Department of Agriculture and Consumer Services Veterinary Diagnostic Lab in Raleigh and confirmed by the USDA APHIS National Veterinary Services Lab in Ames, Iowa. Since late January, the HPAI virus has been found in 48 commercial farms in 12 states and 32 backyard flocks in 13 states. This is the first case of high path avian influenza in domestic poultry in North Carolina. Since Jan. 16, more than 100 hunter harvested wild birds have tested positive for HPAI in North Carolina and the N.C. Wildlife Resource Commission has reported four mortalities in wild birds from the virus. “With HPAI in the wild bird population and other cases around the country, commercial operators and backyard flock owners have been on heightened watch for any signs of the virus in their flocks,” said State Veterinarian Mike Martin. “The industry responded quickly to the positive result, depopulating the affected flock of 32,100 and starting the composting process of the birds onsite to guard against additional spread. Under HPAI protocols, we will be actively testing other flocks within the 10 kilometer zone or about 6.2 miles in collaboration with our federal and industry partners.” The 10 kilometer zone includes Johnston County and portions of Sampson and Wayne counties. This type of HPAI virus is considered a low risk to people according to the U.S. Centers for Disease Control, but is highly contagious to other birds, including commercial and backyard flocks of poultry. The virus is also not considered a food safety threat and infected birds do not enter the food supply. “The threat of high path avian influenza is statewide,” said Martin. “Our poultry population is at high risk. Samples are submitted to the North Dakota State University (NDSU) Veterinary Diagnositc Laboratory for preliminary testing. The NDSU Veterinary Diagnositc Laboratory determines if the samples are positive for an H5 or H7 influenza virus. If samples are positive for an H5 or H7 virus, they are considered as presumptive positives and are forwarded to the National Veterinary Services Laboratory (NVSL) in Ames, Iowa. NVSL is the only laboratory in the United States that is authorized to officially confirm the presence of a HPAI and identify the specific strain of virus. (NewsDakota.com) – The United States Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) has confirmed the presence of highly pathogenic avian influenza (HPAI) in a non-commercial, backyard chicken flock in Kidder County. A presumptive positive case was first identified by the North Dakota State University Veterinary Diagnostic Laboratory and confirmed by the APHIS National Veterinary Services Laboratories in Ames, Iowa. The State Board of Animal Health and the North Dakota Department of Agriculture are working closely with USDA-APHIS and local officials in the response. The premises has been quarantined and the flock was depopulated to prevent the spread of the disease. Domestic birds in a 10 km control zone around the affected farm are being contacted and monitored to help prevent the spread of HPAI. Birds from the flock will not enter the food system. There is no immediate public health concern due to this finding. The risk to people from HPAI is low despite the disease often being fatal for birds. Samples from the North Carolina flock were tested at the Rollins Diagnostic Laboratory. Samples from the Ohio flock were tested at the Animal Disease Diagnostic Laboratory. Samples from the North Dakota flock were tested at the Veterinary Diagnostic Laboratory. APHIS is working closely with state animal health officials in both states on a joint incident response. State officials quarantined the affected premises, and birds on the properties will be depopulated to prevent the spread of the disease. Birds from the flocks will not enter the food system. According to the U.S. Centers for Disease Control and Prevention, the recent HPAI detections do not present an immediate public health concern. No human cases of these avian influenza viruses have been detected in the United States. As a reminder, the proper handling and cooking of all poultry and eggs to an internal temperature of 165 ˚F is recommended as a general food safety precaution. As part of existing avian influenza response plans, Federal and State partners are working jointly on additional surveillance and testing in areas around the affected flocks. The United States has the strongest AI surveillance program in the world, and USDA is working with its partners to actively look for the disease in commercial poultry operations, live bird markets and in migratory wild bird populations. Anyone involved with poultry production from the small backyard to the large commercial producer should review their biosecurity activities to assure the health of their birds. USDA will report these findings to the World Organisation for Animal Health (OIE) as well as international trading partners. USDA also continues to communicate with trading partners to encourage adherence to OIE standards and minimize trade impacts. OIE trade guidelines call on countries to base trade restrictions on sound science and, whenever possible, limit restrictions to those animals and animal products within a defined region that pose a risk of spreading disease of concern. OIE trade guidelines also call on member countries to not impose bans on the international trade of poultry commodities in response to notifications in non-poultry. APHIS will continue to announce the first case of HPAI in commercial and backyard flocks detected in a State but will not announce subsequent detections in the State. In addition to practicing good biosecurity, all bird owners should prevent contact between their birds and wild birds and report sick birds or unusual bird deaths to State/Federal officials, either through their state veterinarian or through APHIS’ toll-free number at 1-866-536-7593. APHIS urges producers to consider bringing birds indoors when possible to further prevent exposures. The Animal Health Protection Act authorizes APHIS to provide indemnity payments to producers for birds and eggs that must be depopulated during a disease response.
