The coronavirus pandemic has spread rapidly across California. Experts say the true number of people infected is unknown and likely much higher than official tallies.
To better understand the spread of the virus, The Times is conducting an independent, continual survey of dozens of local health agencies across the state.
What we know
The backlog is gone. The computer problems that delayed the tabulation of nearly 300,000 test results have been resolved. Case tallies dipped, and then surged, due to the bottleneck.
Officials are pointing to positive signs. With the technical bugs sorted out, state and local officials see signs of hope in the recent drops in new cases and hospitalizations.
Fewer tests are coming back positive. The statewide positivity rate has decreased to 5.8%.
Deaths keep coming. The recent boom in new cases has been followed by an increase in deaths.
Most of the state remains on notice. A total of 34 counties remain on the governor's watchlist. Together they are home to 79% of the state population.
The lockdown is still largely in place. Most of the state is still on strict lockdown, though some areas are beginning to ease, and masks remain required across the state.
Disparities are wide. After adjusting for population, Latinos are now 3.3 times more likely to test positive than white people.
The highest toll is among seniors. Roughly 74% of the dead were 65 or older. At least 4,967 were living at a nursing home.

The number of cases in California is now on pace to double every 82.1 days, a number used to measure how quickly the virus is spreading.
Coronavirus can infect people so rapidly that it has continued to spread despite shutdown orders aimed at slowing the growth of new cases and flattening this line.

Times survey of county and local health departments
Local governments announce new cases and deaths each day, though bottlenecks in testing and reporting lags can introduce delays. For instance, some agencies do not report new totals on weekends, leading to lower numbers on those days.
State and local officials say they have overcome the technical problems that delayed the tabulation of test results in early August. Tallies dipped, and then surged, due to the bottleneck. Officials say the latest figures are now a more accurate reflection of current trends. The Times aims to rectify past counts as local officials issue corrections.
Over the past week, the state has averaged 5,739 new cases and 122.7 new deaths per day.

Hospitals and patients
Lockdown measures aim to slow the virus in hope of preventing hospitals from being overrun. To keep tabs on capacity, officials watch out for rapid increases in the number of patients.
In late July, the Trump administration changed how hospitals must report data. State officials say the transition is complete and that hospital data are now stable.
There are now 4,365 hospital patients statewide with a confirmed case, a change of -20% from two weeks ago.

The percent change in patients is calculated by comparing the average number over the past three days to the three days prior.
Officials also closely monitor the number of beds open in intensive-care units. In late July, the state changed its tracking method to exclude beds that are only for infants from the count.

Reopening the state
California's reopening has rolled back, with renewed statewide restrictions on indoor dining and bars, movie theaters, zoos and museums. Much of the state is now caught between the second and third phases of Gov. Newsom's reopening plan.
Newsom's roadmap for reopening
Stage 1

Closures and restrictions are drawn from an ongoing Times survey of county governments.
