Coronavirus: three more Hong Kong housing blocks face inspection after Tsing Yi evacuation but officials call for calm and insist this is ‘no Amoy Gardens’ Leading infectious disease expert says Hong Kong already in containment phase and in a much better situation than during Sars City leader also calls for calm but reiterates that those who flout mandatory quarantine measures will face criminal liability Tony Cheung andChris Lau Published: 12:31pm, 11 Feb, 2020 Health workers disinfect a public walkway near Hong Mei House in Cheung Hong Estate in Tsing Yi. Photo: Sam Tsang Hong Kong authorities will conduct inspections at three other public housing blocks after four residents from a high-rise building in Tsing Yi and a close contact were confirmed to be infected with the deadly coronavirus, prompting a partial evacuation. But officials urged the public not to panic, and experts said the city was not facing a large-scale community outbreak as feared, even as the number of confirmed cases rose to 49 on Tuesday. A leading infectious disease expert said Hong Kong was now in a containment phase, even if more cases were being reported, and the city was in a much better situation than during the severe acute respiratory syndrome (Sars) epidemic of 2002-03. Chief Executive Carrie Lam Cheng Yuet-ngor, under fire for her government’s handling of the crisis and facing difficulties enforcing quarantine orders on people exposed to the coronavirus, warned that absconders would be subject to criminal liability. But the city’s embattled leader also appealed for unity, saying: “In order to fight this virus, Hong Kong needs the full cooperation and active participation of every member of society. This is a time for social cohesion. This is a time for every one of us to display civic responsibility.” Lam said 2,196 people, 91 per cent of whom were local residents, had been quarantined since last Saturday when the government began requiring anyone coming in from mainland China to undergo two weeks of confinement. The latest scare began on Monday night with health officials ordering around 200 residents from 34 households out of their flats in Hong Mei House at Cheung Hong Estate. Residents are evacuated from Hong Mei House in Tsing Yi. Photo: Edmond So That was after a 62-year-old woman living in flat 307, on the third floor of the 35-storey building, was confirmed to have the coronavirus that originated in the mainland Chinese city of Wuhan. She was said to be in a serious condition at Princess Margaret Hospital. HONG KONG NEWS NEWSLETTER Get updates direct to your inbox SUBSCRIBE By registering, you agree to our T&C and Privacy Policy The woman’s son, together with his wife and her father, joined the list of confirmed cases on Tuesday. The father-in-law was the only one who did not share the same flat, but was in close contact with them. See SCMP Hong Kong's other Tweets A 75-year-old man who lived 10 floors directly above flat 307 had previously been infected, prompting health authorities to suspect that the coronavirus could have spread through water or sewage pipes in the building. They ordered all residents living in flats ending with “07” digits to be evacuated from the block and placed under quarantine. Five of the residents had shown symptoms of infection but tested negative for the virus in hospital. See SCMP Hong Kong's other Tweets Secretary for Transport and Housing Frank Chan Fan revealed that the woman’s toilet had been altered, and insisted the situation was different from that in Amoy Gardens, ground zero for a community outbreak of Sars in 2003. Back then, more than 100 cases were reported in block E of the private housing estate in Ngau Tau Kok, and experts concluded the killer virus had spread through sewage pipes outside the building, as well as through U-shaped water traps connected to bathroom floor drains that were too dry. In the case of Cheung Hong Estate, Chan said, a ventilation pipe in the woman’s toilet had been altered, and government officers would conduct an in-depth investigation. He did not explain how the pipe had been altered, and how it would relate to the infection. A photo released by the government shows a toilet pipe on the third floor had been altered, which officials suspected may have been linked to the infection. Photo: Handout “Cheung Hong Estate is different from Amoy Gardens,” Chan said. “The sewage drains in Cheung Hong Estate were installed within the building, while the ones in Amoy Gardens were outside.” Microbiologist Yuen Kwok-yung of the University of Hong Kong urged people not to panic. “We are not in an Amoy Gardens situation,” he said. Click or tap for larger version. The infectious disease expert said other flats in the building were being checked for similar modifications or unsealed piping. If the problem was found to be unique to just one flat, Yuen said, quarantined residents might be allowed to return home in a few days after they were tested again for the coronavirus. On a positive note, Yuen suggested the city had now entered the containment phrase, and while the number of infections was expected to rise, Hong Kong was in a much better situation than during the Sars epidemic. Secretary for Food and Health Sophia Chan, Chief Executive Carrie Lam and Secretary for Transport and Housing Frank Chan give an update on the incident in Tsing Yi. Photo: Jonathan Wong Assistant director Steve Luk Hing-chuen of the Housing Department said checks would be extended to three other public housing estates, with confirmed infections, that also had pipe structures similar to Cheung Hong’s. Previous confirmed cases include tenants living in Luk Kwai House in Kwai Chung Estate, Tai Wo House in Wo Che Estate and Sui Shek House in Shek Mun Estate. Referring to the modifications in the infected woman’s flat, Luk suggested they had been improperly done when the tenant installed a new toilet seat, violating Buildings Ordinance rules. Cleaners in full-body protective suits and masks stepped up disinfection work in and around the infected housing block on Tuesday. The estate, built in 1979, is home to nearly 21,000 people. A 70-year-old woman living in the same block as the infected patients said she had nowhere else to go. She said she had been cleaning her home with bleach she managed to buy before Lunar New Year. “Now everything has run out in this neighbourhood, from bleach to masks,” she said. https://www.scmp.com/news/hong-kong/health-environment/article/3049968/coronavirus-four-more-residents-tsing-yi-estate?utm_medium=email&utm_source=mailchimp&utm_campaign=enlz-scmp_today&utm_content=20200212&MCUID=f75f6eb6b6&MCCampaignID=80b0ee71ba&MCAccountID=3775521f5f542047246d9c827&tc=4 -

The Centre for Health Protection said in the early hours of Tuesday that it was evacuating some households from a block of flats in Tsing Yi after two people were diagnosed with the new coronavirus there – suggesting a community outbreak of the disease. The two cases have been recorded in Hong Mei House in the Cheung Hong Estate. The 12th case of the virus in Hong Kong involved a resident of the building and a new case identified on Monday involves a woman who lives in a flat of the same number 10 storeys away. The controller of the centre, Wong Ka-hing, said the evacuation was a "precautionary measure for the safety of the residents" and it wasn't yet clear how the virus had spread."It could still be the usual droplet transmission or contact transmission, but there is the environmental factor, which is somehow unique in these two cases as they live in the same building," Wong said."So we cannot exclude this possibility, so for safety's sake, of the residents, we want to evacuate them first."The latest case is the 42nd identified in the SAR, one of six new cases diagnosed yesterday. The woman's family is also said to be showing virus symptoms.Only people living in flats of the same number, number seven, will be evacuated. The 35-storey building has flats from the second floor.Engineers from the Housing Department will investigate the sewage system from Tuesday while people living in the affected flats are moved to quarantine centres.______________________________Last updated: 2020-11-02 HKT 01:43 -

nCoV Superspreader Linked to Singapore France Spain England

Coronavirus: UK businessman linked to China virus cases speaks out 39 minutes ago Share this with Facebook Share this with Messenger Share this with Twitter Share this with Email Share Related Topics Coronavirus outbreak A British man linked to 11 coronavirus cases has spoken for the first time, saying he has "fully recovered" from the illness. Steve Walsh, who remains quarantined in hospital, says his thoughts are with others who have contracted the virus. He said his family have been asked to isolate themselves "as a precaution". Meanwhile, Health Secretary Matt Hancock warned that the spread of the coronavirus would worsen before it improved. He told MPs in the Commons: "Dealing with this disease is a marathon, not a sprint. The situation will get worse before it gets better. "We will be guided by the science. Be in no doubt, we will do everything that is effective to tackle this virus and keep people safe." Coronavirus closes Brighton GP practice Four more people diagnosed with coronavirus in UK Bosses 'removed' as virus death toll hits 1,000 Mr Walsh, a gas salesman, from Hove in East Sussex, caught the virus in Singapore and is thought to have infected 11 others at a French ski resort. Five of the cases linked to Mr Walsh are in England, five are in France and one is in Majorca, Spain. Two of the people who contracted coronavirus at the chalet where Steve Walsh stayed are Bob Saynor and his wife, Catriona Greenwood, She worked as a locum GP at the County Oak medical centre in Brighton, which was temporarily closed on Monday. The number of people known to be infected in the UK is eight. Quarantine powers 'proportionate' There have now been more than 40,000 cases of coronavirus worldwide, which has been declared a global health emergency. The death toll in China stands at 1,016. On Monday, the government issued new powers in England to keep people in quarantine to stop the virus spreading. Under the Department of Health measures people will not be free to leave quarantine, and can be forcibly sent into isolation if they pose a threat. Mr Hancock said these powers were "proportionate" and "help us slow down transmission of the virus". The health secretary also announced that "a capital facility" was being launched immediately "to support any urgent works the NHS needs for the coronavirus response, such as the creation of further isolation areas and other necessary facilities". As of Tuesday afternoon, a total of 1,358 people have been tested for coronavirus, of which 1,350 were confirmed negative and eight positive, the Department of Health said. Image copyrightPA MEDIA Meanwhile, Patcham Nursing Home in Brighton confirmed on Tuesday that it has "closed to all visitors" after one of the infected GPs visited a patient there. A spokeswoman for the care home said: "It is important to state that no-one at the home is unwell. "However, following the closure of the local GP surgery, as a precaution we have closed the home to all visitors." She added that the care home had conducted checks on residents and staff, which Public Health England was happy with. Last month, two other people - who are related - were confirmed as having coronavirus after being taken ill at a hotel in York. It was later revealed that one is a student at the University of York. Mr Walsh contracted the coronavirus at a work conference in Singapore, before travelling to a French ski resort for a holiday on his way back to the UK. Coronavirus labs to begin testing in Scotland How worried should we be? Your questions answered Coronavirus: 'I walk around my block to stay sane' In a statement from quarantine in Guy's Hospital in London, Mr Walsh, a cub scout leader, thanked the NHS for their care. He said he contacted his GP, NHS 111 and Public Health England, on learning he had been exposed to a confirmed case of coronavirus. He added: "I was advised to attend an isolated room at hospital, despite showing no symptoms, and subsequently self-isolated at home as instructed. "When the diagnosis was confirmed I was sent to an isolation unit in hospital, where I remain, and, as a precaution, my family was also asked to isolate themselves." He thanked friends, family and colleagues for their support, adding: "I ask the media to respect our privacy." What are the symptoms of coronavirus and what can help stop its spread? The main signs of infection are fever (high temperature) and a cough as well as shortness of breath and breathing difficulties. Frequent hand washing with soap or gel, avoiding close contact with people who are ill and not touching your eyes, nose and mouth with unwashed hands, can help cut the risk of infection. Catching coughs and sneezes in a tissue, binning it and washing your hands can minimise the risk of spreading disease. Anyone experiencing symptoms, even if mild, after travelling from mainland China, Thailand, Japan, Republic of Korea, Hong Kong, Taiwan, Singapore, Malaysia or Macau, is advised to stay indoors and call the NHS 111 phone service. In a statement, Servomex, Mr Walsh's employer, said it continues to "provide support" to him and his family. A company spokesperson added: "We are working with public health authorities to ensure the welfare of our staff and communities and wish anyone with the virus a quick and full recovery." Servomex said it had "acted quickly" to put "preventative measures" in place, including introducing travel restrictions and enforcing self-isolation for employees who attended the Singapore conference or who have shown symptoms of the virus. "We wish Steve well and hope he recovers soon." The Scout Association said Mr Walsh, who is one of its volunteers, had not been to any Scout meetings since his return to the UK. It comes as a second GP surgery in Brighton closed on Tuesday following confirmed cases of coronavirus in the city. The County Oak Medical Centre was closed on Monday after a member of staff tested positive for the virus. Now a second branch - located in Deneway, less than two miles away - has also shut. -

How one man spread coronavirus from Singapore to UK via the Alps, without setting foot in China British citizen passed on virus to at least 11 others after catching it at conference in Southeast Asia Authorities are now trying to track down passengers who took the same flight as he did from Geneva back to the UK Agence France-Presse Published: 7:55am, 11 Feb, 2020 1578 The main street of Contamines-Montjoie, in the French Alps, where five British nationals including a child have tested positive for the new coronavirus. Photo: AFP A British man managed to pass on the coronavirus to at least 11 other people without ever setting foot in the epicentre of the outbreak in China, in an infectious journey that shows how the deadly virus can spread rapidly around a globalised world. The adult British citizen, who has not been named publicly, caught the virus while attending a conference in Singapore and then passed it on to several compatriots while on holiday in the French Alps, before finally being diagnosed back in the UK. Of those infected by the man, five have been hospitalised in France, five in Britain and one other man on the Spanish island of Mallorca. How did he pass on the new coronavirus so rapidly in so many different places? Singapore The man attended a business conference in Singapore from January 20-22. More than 100 people took part in the conference, including at least one Chinese national from Hubei province, the epicentre of the epidemic that has now left more than 900 dead. Haute-Savoie, French Alps He then travelled on to France to spend some days from January 24-28 at the ski resort of Contamines-Montjoie in the Alps with a group of other British citizens staying in two apartments in the same chalet. Coronavirus: Singapore confirms 2 new cases, taking total infections to 45 10 Feb 2020 Brighton, England Stricken with fever after his return to the south of England, the man then went to a medical centre in the southeastern town of Brighton, where he was diagnosed with the coronavirus. On February 6 he was transferred to the infectious diseases unit at the hospital of St Thomas in London. SCMP TODAY: INTL EDITION NEWSLETTER Get updates direct to your inbox SUBSCRIBE By registering, you agree to our T&C and Privacy Policy Five other people who had contact with him at the French ski chalet were then confirmed by the British health authorities to be infected. Some of the staff from The Grenadier pub, which the man went to just before he was hospitalised, have also been placed in isolation. But the pub has stayed open. A medical centre in Brighton said Monday it had temporarily closed for “an urgent operational health and safety reason”. The BBC and Sky News said one of the centre’s staff members had tested positive for the virus, although this was not officially confirmed. Paris Health Minister Agnes Buzyn said on February 8 that five British nationals, including a child, who stayed at the chalet with the man had tested positive. Six other Britons staying in the same chalet were also hospitalised for observation. WHO still urges ‘containment measures’ like quarantine despite doubts 11 Feb 2020 “They show no serious signs” of those infected having any threat to their lives, added Buzyn. Business owners in the Contamines-Montjoie resort have been keen to avoid any exaggerations of the threat as French families prepared to descend on the area for the half-term ski holidays. Three schools attended by one of the British infected – the child aged nine – are closed and 100 have been people tested. All the results have been negative so far. Similar efforts have been made to track down passengers who took a flight from Geneva – the closest large airport to Contamines-Montjoie – with the man when he went back to Britain on January 28. Mallorca, Spain One member of the group he stayed with in France then sought medical help after returning to his home in Mallorca. The contamination took place between January 25 and January 29, according to the Spanish authorities. The man in Mallorca is “currently in good health. He shows practically no symptoms”, said Fernando Simon, an official from Spain’s health ministry. The Mallorca man’s wife and two daughters aged 10 and 7, who were also hospitalised for tests, have shown no sign of infection. The sorry state of Hongkongers stuck aboard quarantined cruise ship in Japan 11 Feb 2020 Pandemic fears Experts said that the speed of the transmission showed the potential for the novel coronavirus to become a global pandemic. “The recent report of transmission to British nationals in France are a worrying but perhaps not unexpected development,” said Paul Hunter, Professor in Medicine, University of East Anglia. “This reinforces the fact that transmission is no longer restricted to China. It is still too early to know when and if the epidemic will become pandemic and whether we will see start to see sustained person to person transmission in Europe.” COMMENTS Coronavirus outbreak Coronavirus outbreak: All stories| Disease| Medicine| European Union| Singapore| Britain| Spain| Switzerland| France Read more Coronavirus death toll reaches 1,018 as China reports 2,478 new cases Read more Coronavirus: UK warns of ‘serious and imminent threat’ as infections double to 8 Read more Five Britons contract coronavirus in French ski resort
