The coronavirus patient was among those who landed at MCAS Miramar last week after traveling from Wuhan, China, the epicenter of the virus outbreak. The patient was among the few taken to UC San Diego Health for evaluation after displaying symptoms that health officials said could indicate coronavirus. The patient’s positive test results were confirmed Monday evening by Thomas Skinner, public information officer with the CDC. No one else who is currently under evaluation for coronavirus from the flights that arrived at MCAS Miramar has tested positive, according to the CDC. This coronavirus case is the 13th confirmed so far in the U.S. Seven of those have now been reported in California.

  9. Summary of Minister Kato's Interview (Friday, February 7, 1980, 9: 47-10: 03 Inter-Ministry Conference Room) [Public Relations Office] Conference Details Cabinet meetings Minister: I would like to report on the return of Japanese people on charter flights related to the new coronavirus and the transportation of patients with the new coronavirus infection from cruise ships. First of all, a fourth charter flight from Wuhan City will arrive today after 10:30, with a total of 198 Japanese and Chinese returning. Upon arrival, we will check for the presence of a patient. Although it is a cruise ship, since February 3, we have conducted on-board quarantine and have collected samples of those with symptoms such as fever and those who are in close contact with that person, and have continued inspection . In the end, the test results were revealed for the remaining 171 people, and positive results were confirmed for 41 people. Today, we are in the process of carrying it to medical institutions in multiple prefectures. If a positive test was confirmed for a total of three days, 61 of the 273 test samples were positive. The remaining crew and passengers remain on board and are waiting in the cabin. However, we are working to prevent infection while prioritizing checking the health of the crew and passengers. We will take all possible measures such as In reporting this matter to the WHO Executive Board to accurately report the outbreak situation in Japan, the Japanese side reported that this was the number of incidents before landing. As a result of raising the issue, according to WHO's judgment, this is a time away from the situation report 17th edition on February 6, but the column for Japan is 21 and it is a completely different item, Japan In the "other" area, which is supposed to be "other" in another area, there are still 20 at that time, so it is said that 20 forms are being described. Therefore, the fact that Japan does not add up that point is treated by WHO. That's it for me. Question Reporter: Regarding the situation of cruise ships, I think that the acceptance system at hospitals in Japan is quite strict because it is 41 people, but at present it is full capacity or is there enough room? Can we secure a system to accept patients after this? Also, is there any change in the response date for those who are now on the boat to get off and leave? First of all, please. Minister: First of all, there is no change in the way of thinking about the due date. Therefore, we have been taking thorough measures to prevent infection from February 5, and we consider that the period of counting and health monitoring from there is 14 days. Then, as for transportation, this time we have 41 people, but we will have hospitals in Kanagawa, Tokyo, Saitama, Chiba, Shizuoka, one prefecture and four prefectures. At present, there are more than 1800 beds of such infectious diseases nationwide. Therefore, it can be said that there is no situation where acceptance is impossible at this stage. Reporter: In this way, the number is increasing even before landing, raising public unrest. I think it is urgent to develop a simple test kit that the Prime Minister has been talking about to eliminate anxiety, but in the private sector the cost and the time Some say that the hurdles are high, but are there any plans for the government to reduce costs and shorten the period, and to provide assistance in these areas? Minister: First of all, due to concerns of the uneasiness of the people, I mentioned the handling of WHO earlier, but WHO considers the outbreak on the cruise ship this time to be different from the outbreak in Japan. It is. However, in any case, the virus continues to be transmitted worldwide, so we will establish a system to deal with it. We are now preparing for not only the Institute of Health but also the private sector. In addition, there are various issues, such as the development of simple test kits and vaccines. To promote these, we will establish a research system by consulting with the Institute of Infectious Diseases and other private companies about where such measures can be taken. We are proceeding with coordination with related parties. The government is now considering to find the financial resources necessary to support it while utilizing the existing budget. Reporter: Regarding the authorization system, are you considering reducing the system period? Minister: I don't know how it will come out, but I would like to think about doing the necessary tests as quickly as possible, and in the past amendments to the Pharmaceutical Machinery Law, We are constantly making such a form that we can respond on a case-by-case basis, so it is such a flow, so naturally we have thought about responding as quickly as possible if such a situation comes out I think so. Reporter: The rest of the crew passengers, but what if they stay on board and would like to be inspected? Minister: As for the future examination, it is easy to become serious, naturally taking into account the opinions of experts. I mentioned this at the beginning, but those who have an elderly person, those who have an underlying disease, and those who have a positive reaction this time We would like to quickly investigate the necessary inspections for highly contacted persons and carry out the necessary inspections. Reporter: Does that mean that those who wished before getting off can receive it? Minister: Rather than hope, this decision will be done by such a person, this time as well, but among them, in some cases you may ask if you want it, but basic In general, I would like to carry out the necessary tests while selecting such subjects. Reporter: As to the opening remark, the method of counting the number of infected people, how to count, but this was based on doubting that the number of infected people is growing in Japan and that Japan may be dangerous internationally Is it a number? Minister: That is completely different. Again, in the sense of fully grasping the actual situation, 21 in Japan, in a limited cruise ship environment before landing, it is necessary to have a firm grasp of the actual situation that it is occurring, we That is to say. Reporter: This is for one point in relation to the current WHO, but if there is information. I think that the number of people in each country is piled up in the same way, but I do not know how many people in the world have become positive before landing on cruise ships, but basically the same treatment If there is any information that the world is being done, please tell me. Minister: At this stage, the situation report I just mentioned is "other" for 20 cases in Japan. Reporter: In other words, being positive before landing means that the same situation has not occurred elsewhere, so it has not been accumulated as the number of people in each country. Minister: I can't say with certainty so far, but at least in the report beyond that, after organizing that, there are 20 cases in "other", which is 20 cases of cruise ships in Japan I think. Reporter: How does the minister evaluate the status of the spread of infection in the country, as it relates to the present? Minister: Looking at the status of domestic infections, there are 21 cases, 4 asymptomatic pathogen carriers, but all asymptomatic people are so, and 17 out of 21 cases have a history of staying in Wuhan That is. In that sense, considering that it is domestic, in terms of the current 21 cases, I think that the current situation is 4 cases, but as it has also appeared in various reports, even in the absence of symptoms, in short Some people carry the virus and others have the virus. This is confirmed in the book today. And it is pointed out from that person that they will be infected. Although there is no evidence. Therefore, I believe that we must take measures to prevent infectious diseases while recognizing that the virus has such characteristics. Reporter: I think WHO is probably talking about the situation in Japan, but do you have any plans to disseminate information to overseas countries? Minister: Therefore, I think it is necessary to convey the analysis of the domestic situation firmly. Reporter: Although it is related to cruise ships, it is about 3700 crews and passengers infection of 61 people, and it is a number that greatly exceeds the number of outbreaks in the country, but how to evaluate this number first, cruise What do you think of it as a ship-specific situation, and the person who got off in Hong Kong was infected, but how is it evaluated as a source of infection with one person? How would you rate your connection with 61 people in Hong Kong at this time? Minister: After all, I think that this has been increased as a result of repeated contact over a long period of time in a closed space called a cruise ship. However, the person who got off in Hong Kong has started various inspections, but we investigated the close contacts with that person. At the stage of surveying the first 20 people, some of the close contacts with that person were positive. However, we have not yet reached the point of saying at this stage about how it spread from there, but we did a firm analysis based on the results of this PCR test etc. I think so. Reporter: Are there any 41 Japanese who have been confirmed positive this time? I hope you can tell me the age etc. Minister: Of the 41 people this time, 21 have Japanese nationality. Then all are passengers, this time with 41 people, but all are passengers. Reporter: Age etc. Minister: There is one person by age, but I will summarize it, but three people in their 20s and 40s, three people in their 50s, eight people in their 60s, 21 people in their 70s, and 80s There are six people, for a total of 41 people. Reporter: Are there any severely ill people in this? Minister: As for 41 people, it is just going to be transported and have a final diagnosis right now, so I can not say anything definitive at this stage, but at that stage it was severe, for example, a stretcher I have not heard that there is no such thing or it can not be carried without the assistance of such special equipment. Reporter: Regarding the cruise ship, about the prompt additional inspection of the elderly and those with basic diseases that I mentioned earlier, if it is to be carried out, how large will it be? If you can respond to the situation, please give a viewpoint in that area. Minister: It is true that we cannot discuss the scale itself, because we are currently in consultation with an expert on how much is needed, taking into account the situation in which such inspections can be handled. Reporter: If you have a charter aircraft, do you have any poor physical condition? Minister: I'm sorry, but I haven't confirmed it yet, so I'd like to report it once it has been confirmed. After that, I will explain it from the office, so sorry. https://www.mhlw.go.jp/stf/kaiken/daijin/0000194708_00200.html
  10. Hong Kong / Health & Environment Coronavirus: More than 100 Tsing Yi residents evacuated as Hong Kong health authorities confirm two cases from same block Precautionary move sparked by case of woman who lives on third floor of Hong Mei House at Cheung Hong Estate A string of newly confirmed cases citywide reported from Monday evening into the early hours of Tuesday brings local total to 42 Sum Lok-kei andDanny Mok Published: 1:37am, 11 Feb, 2020 267 Health workers outside the exit of Hong Mei House in Cheung Hong Estate. Photo: Felix Wong More than 100 residents in 35 households at a public estate in Hong Kong were evacuated in the early hours of Tuesday after two people in the block were confirmed to have contracted the coronavirus. The precautionary move was sparked by the case of a 62-year-old woman in Room 307 on the third floor of Hong Mei House at Cheung Hong Estate. She was Hong Kong’s 42nd and latest case as of 1.30am on Tuesday. No emergency measures to stop Hong Kong’s price-gouging mask retailers 11 Feb 2020 She was found to have lived directly below a man in Room 1307 on the 13th floor, who was confirmed earlier to be Hong Kong’s 12th case. While comparisons were quickly drawn with Amoy Gardens in Ngau Tau Kok – the scene of a rapid infection during the severe acute respiratory syndrome outbreak in 2003 – University of Hong Kong microbiologist Professor Yuen Kwok-yung said this was not the case in Tsing Yi. The incident at the flat in Tsing Yi prompted comparisons with Amoy Gardens during the Sars outbreak of 2003. Photo: Edmond So Yuen said a vent pipe, which connected to a discharge pipe in a bathroom was not properly sealed and could have carried the virus – present in faeces – into other toilets by extraction fans. “When a person turns on the exhaust fan inside the toilet, the air inside the drainage system can enter via the ventilation pipe,” he said. As a precaution, Yuen said all flats numbered seven on every floor had to be vacated so their piping could be inspected. “We have reasons to worry that airborne transmission is a possibility,” Yuen said, adding that authorities were not ruling out other routes, such as contact. HONG KONG NEWS NEWSLETTER Get updates direct to your inbox SUBSCRIBE By registering, you agree to our T&C and Privacy Policy Residents whose flats had the same piping issue would be quarantined for 14 days, even if they showed no symptoms, he added. Hong Kong shop owner gives away thousands of masks amid shortage and price hikes In the 2003 case, it was reported that a U-shaped plumbing design in the drainage system of flats allowed the Sars virus in, with transmission throughout the block mainly through this channel. Amoy Gardens recorded 321 infections with 42 deaths. In Tsing Yi, residents living in 35 flats linked to the drainage system were evacuated overnight and put on medical surveillance, as building inspectors moved in. HKU’s Professor Yuen Kwok-yung and Centre for Health Protection head Dr Wong Ka-hing address the press Photo: NowTV Dr Wong Ka-hing, controller of the Centre for Health Protection, said the evacuation was a “safety precaution”. “We are not sure what was the exact route of transmission … It could still be through the usual method of droplets or contact,” Wong said. He added that residents could move back soon if inspectors found the piping in their flats to be in order, adding he did not know the exact number of people evacuated. Police put an initial estimate at 110. Microbiologist Yuen said it was not possible to evacuate more than 1,000 residents in the building over two confirmed cases, and that the priority was to ensure the safety of the affected flats. Residents from 35 households were evacuated from the Tsing Yi block. Photo: Felix Wong According to health authorities, the woman at the centre of the incident developed a cough on February 3 and consulted a private doctor three times between then and February 7. She then sought treatment at Princess Margaret Hospital on February 9 where she was isolated after she tested positive for the coronavirus. She is in stable condition. The woman’s records showed she visited Macau from January 18 to 19. Her son and daughter-in-law who lived with her also displayed symptoms and were sent to hospital. Her husband and grandson, who are asymptomatic, will be quarantined. Quarantine list The taxi driver who drove the patient from her home to the hospital at around 2pm on February 9 is urged to call the Centre for Health Protection’s hotline. Residents from the Tsing Yi block will be sent to one of four quarantine centres operated by the government. Those showing symptoms will be sent to hospital and tested for the virus. The late-night revelation raised concerns that Hong Kong was facing a community outbreak of the pneumonia-like illness that originated in the mainland city of Wuhan. 13. Tsing Yi virus cases 'not a new Amoy Gardens' 2020-02-11 HKT 02:42 Share this story Yuen Kwok-yung said it was possible a broken exhaust pipe had led to the spread of the virus. Photo: RTHK Officials have played down the possibility that two cases of the coronavirus in a single block in Tsing Yi could herald a major outbreak similar to the cluster of Sars cases at Amoy Gardens in Kowloon Bay in 2003. Housing Department engineers will begin inspecting the toilets in flats in the building on Tuesday after it emerged that a 62-year old woman had developed the disease after another patient, who lives 10 storeys directly above her, was earlier diagnosed with the new virus. People living in the equivalent flat – flat seven – on all 35 floors of Hong Mei House in the Cheung Hong Estate are being sent into quarantine centres while investigations continue. The authorities say it's possible the virus spread through faecal matter. But officials say the building's U-shaped water pipes are in a good condition. The failure of U-shaped water seals at Amoy Gardens allowed the spread of Sars, eventually affecting more than 300 people, of whom 42 died. University of Hong Kong microbiologist Yuen Kwok-yung told an early-morning media briefing on Tuesday this was not another Amoy Gardens. He said one possibility was that a broken exhaust pipe had allowed the virus to spread. Wong Ka-hing, the controller of the Centre for Health Protection, said that if the toilets are in order "the residents in this particular unit can soon move back from the quarantine centre to their residence, if they do not have any symptoms suggestive of this new infection." Officials said there was no need to evacuate everyone in the building, which is understood to be home to more than 2,000 people. TA spokesman for the centre said: "As for household environmental hygiene, members of the public are advised to maintain drainage pipes properly and regularly pour water into drain outlets (U-traps); after using the toilet, they should put the toilet lid down before flushing to avoid spreading germs." https://news.rthk.hk/rthk/en/component/k2/1507804-20200211.htm?spTabChangeable=0

  15. The Centre for Health Protection said in the early hours of Tuesday that it was evacuating some households from a block of flats in Tsing Yi after two people were diagnosed with the new coronavirus there – suggesting a community outbreak of the disease. The two cases have been recorded in Hong Mei House in the Cheung Hong Estate. The 12th case of the virus in Hong Kong involved a resident of the building and a new case identified on Monday involves a woman who lives in a flat of the same number 10 storeys away. The controller of the centre, Wong Ka-hing, said the evacuation was a "precautionary measure for the safety of the residents" and it wasn't yet clear how the virus had spread."It could still be the usual droplet transmission or contact transmission, but there is the environmental factor, which is somehow unique in these two cases as they live in the same building," Wong said."So we cannot exclude this possibility, so for safety's sake, of the residents, we want to evacuate them first."The latest case is the 42nd identified in the SAR, one of six new cases diagnosed yesterday. The woman's family is also said to be showing virus symptoms.Only people living in flats of the same number, number seven, will be evacuated. The 35-storey building has flats from the second floor.Engineers from the Housing Department will investigate the sewage system from Tuesday while people living in the affected flats are moved to quarantine centres.______________________________Last updated: 2020-11-02 HKT 01:43

  17. You are correct. The nationality profile of the new cases is very similar to the original list (top 3 were Japan, USA, Australia) which also matches the ranking of the passengers. It seems more like something on the ship (air circulation, elevators, bar),and new cases will continue to surface. The plan is to reset the clock on contacts of positives, but not everyone. However, I don't think anyone will be released without a test confirming they are negative. Speaking of the Metropole Hotel, it is sounding like a new Amoy Gardens scenario may be developing in Hong Kong at Hong Mei House at Cheung Hong Estate. Apartments that share a drainage system have been evacuated. https://www.scmp.com/news/hong-kong/health-environment/article/3049921/tsing-yi-residents-evacuated-hong-kong-health
  18. It is still unclear if the index case caused the outbreak or was simply the clue that there was a problem on the ship. He was linked to two positives on the bus tour, but not to those on the ship in general.
