The news came a week after N.C. Agriculture Commissioner Steve Troxler announced that North Carolina was lifting its ban on live poultry shows and public live bird sales a week earlier than it was set to expire. The ban had been in effect since Aug. 15 in an effort to prevent the bird flu from spreading to the state. The U.S. Department of Agriculture announced Friday that inspectors had confirmed the presence of highly pathogenic H7N8 avian influenza in a commercial turkey flock in Dubois County, Ind. State and federal officials said they confirmed the virus Thursday night and began euthanizing about 60,000 turkeys. They hoped that a quick response could prevent a large outbreak. There are no known cases of H7N8 infections in humans, the USDA said. Troxler said in his statement last week that while North Carolina’s poultry show ban had been lifted, the state would consider putting it back in place if the national situation changed. State Veterinarian Doug Meckes said in a statement Friday that North Carolina “will hold off on making a decision about reinstating the ban until we know whether or not this is an isolated incident.” In the meantime, he encouraged poultry owners to limit out-of-state meetings and sales, maintain the highest levels of biosecurity, keep a close eye on their birds, and contact a veterinarian if they see any signs of bird flu. Last year, a strain of bird flu cost turkey and chicken producers about 50 million birds, primarily in the Midwest. Wild birds introduced the virus, which spread from farm to farm and was last detected in June. The threat that it could spread last fall led to the cancellation of poultry shows around the state last year, including the poultry show at the Dixie Classic Fair in Winston-Salem and the annual fall show of the Forsyth Fowl Fanciers Club. With the ban now lifted, Donald Hartman, vice president of the Forsyth Fowl Fanciers Club, said members have begun planning the club’s spring show, which is traditionally held the last Saturday of March. Forsyth County 4-H will be offering its embryology program to second-grade teachers in the county this spring, according to April Bowman, a livestock, forages and 4-H youth development extension agent for Forsyth County. Bird flu flagged, state sets defensesIndiana flock hit, so Arkansas alertBy Claire Williams Posted: January 16, 2016 at 2:29 a.m. Arkansas is prepared to fight an outbreak of bird flu, industry and government officials said Friday after the United States Department of Agriculture confirmed the first deadly case of the disease since June. Bird flu hit a commercial turkey flock in Dubois County, Indiana, which is in the southern part of the state. The USDA's Animal and Plant Health Inspection Service said it was a strain of bird flu different from the one that caused the destruction of about 48 million birds last year. Brandon Doss, Arkansas' state veterinarian, said he has been helping the state Livestock and Poultry Commission reach out to farmers who are growing poultry since the last outbreak. "The poultry industry nationwide, and particularly in Arkansas, is doing everything they can to protect their flocks from this virus," he said. Tyson Foods, the Arkansas-based poultry producer, said the company has no turkey operations in Indiana. It does have chicken operations in the southeast part of Indiana. Tyson runs a chicken complex in Corydon, Indiana, about an hour drive from Dubois County, according to the company's website. "We've been preparing for the possibility of the return of avian influenza since spring of last year," the company said in a statement. "Even though our chicken operations have not been affected and there has been no new case reported near our turkey operations since mid-June, all of our poultry operations are in a heightened biosecurity status." All Tyson chicken operations in Indiana have been placed on an even higher biosecurity level, the company said. Some measures include limiting nonssential visitor access to contract farms and using biosecurity uniforms. Tyson also tests all birds for the virus before they leave the farm, and the company knows the results before they are processed and sent to grocery stores and restaurants. Bruce Holland, executive director of the Livestock and Poultry Commission, said there has been an effort to step up biosecurity measures since the weather cooled. The bird flu virus stays alive longer in cold weather. "We've had a tremendous amount of meetings with the industry folks and growers," he said. "As soon as we had our outbreak last year, we started looking at what we were doing and how we were responding." Marvin Childers, president of the Poultry Federation, a trade group for the industry in Arkansas, Missouri and Oklahoma, said the outbreak in Indiana could shut down trade between Arkansas poultry producers and foreign trading partners. "Assuming that our trading partners do as they have done in other outbreaks, the shipment of poultry from the United States will be halted," he said. "It affects every state in the United States." Bird flu last year dragged down exports for American producers as trading partners put up blanket bans on poultry from the U.S. The country's poultry and egg exports for the first half of 2015 fell 15 percent -- down $386.3 million to $2.4 billion form the same period last year -- according to a report by the U.S. Poultry and Egg Council. "Some trade partners don't regionalize where the virus is," Holland said. "It's in America, and they shut the doors to all American poultry." The federal Center for Disease Control considers the risk of bird flu to humans very low. Bird flu returns to poultry industryBy Lydia Mulvany and Jeff Wilson / Bloomberg Published Jan 16, 2016 at 12:02AM The U.S. government confirmed the presence of highly pathogenic H7N8 avian influenza in a commercial turkey flock in Indiana, the country’s first case since the end of last year’s outbreak that led to the destruction of 50 million animals. The strain discovered at a 60,000-bird flock in Dubois County is different from those that caused last year’s outbreak, the U.S. Department of Agriculture’s Animal & Plant Health Inspection Service said Friday in a statement on its website. Federal and state authorities are monitoring and testing the nearby area, it said, without naming the exact site. U.S. poultry producers have been on edge after recent cases in France. The U.S. outbreak, which ended in June, led to record-high egg prices and caused some shortages of turkey deli meat used in subs and sandwiches. It cost the industry $3.3 billion. Producers have been discussing the new outbreak in a series of conference calls since they first became aware of the Indiana case late Thursday, said John Brunnquell, president of Egg Innovations Inc., which produces free-range eggs in farms across the Midwest. The response has been rapid, with the killing of birds going on throughout the night, he said in the interview. “The timing of the disease was a surprise because most in the industry did not think it would reappear for another two or three months,” said Terry Reilly, a senior commodity analyst for Futures International in Chicago. About 65 egg and turkey farms are within 10 kilometers (6.2 miles) of the affected barn, Brunnquell said. The area is home to an estimated 4.5 million egg-layers and about 1 to 2 million turkeys. Indiana’s poultry industry ranks fourth nationally in turkey production, first in duck production and third in eggs, and is a significant producer of broiler chickens. Shares of poultry producer Pilgrim’s Pride Corp. fell the most in more than two months after the announcement. Tyson Foods Inc., which produces chicken and other meats, fell as much as 5.5 percent. The case of avian flu in Indiana doesn’t involve Tyson Foods, spokesman Gary Mickelson said in an emailed response. Multiple state agencies have been heavily focused for nearly a year on the necessary steps in this type of event, including the State Board of Animal Health, Indiana State Department of Agriculture, Indiana Department of Homeland Security, Indiana Animal Disease Diagnostic Laboratory, Indiana Department of Environmental Management, Indiana State Poultry Association, and several private sector partners. Hoosiers can be assured that we are taking all precautions to contain the situation and minimize the effects to Indiana’s robust poultry industry.” Indiana’s poultry industry ranks fourth nationally in turkey production, first in duck production, third in eggs, and is a significant producer of broiler chickens. The poultry industry employs more than 14,000 Hoosiers and is valued at $2.5 billion. REPORTING Backyard poultry owners are encouraged to be aware of the signs of avian influenza and report illness and/or death to the USDA Healthy Birds Hotline: 866-536-7593. Callers will be routed to a state or federal veterinarian in Indiana for a case assessment. Dead birds should be double-bagged and refrigerated for possible testing. Signs include: sudden death without clinical signs; lack of energy or appetite; decreased egg production; softshelled or misshapen eggs; swelling or purple discoloration of head, eyelids, comb, hocks; nasal discharge; coughing; sneezing; incoordination; and diarrhea.
